"Academic freedom is the lifeblood of a progressive university, yet it cannot survive in a climate of fear. In an era where the rights of the youth are constantly tested, Social Justice must be more than a concept, it must be a lived reality protected by every student. When the "chilling effect" of intimidation threatens to silence student voices, it becomes our collective responsibility to reclaim our campus as a democratic sanctuary. Recent events have highlighted a significant gap in campus security protocols and the protection of student rights, specifically the unauthorized intrusion of armed personnel on the CSSP grounds last September 10, 2025. This incident, involving the unconsented surveillance of students, has created a pervasive atmosphere of apprehension that impacts the peace and security of the entire university community. To counter this, we believe that true empowerment lies in legal literacy and the courage to engage in active advocacy. To address these challenges, the forum is anchored on the Bicol University Policy on Anti-Red -Tagging authored by Mark Dominic Rivera and Shaine Aguado and approved by the BOR on July 17, 2025 and the Safe Spaces Act (RA 11313). These protections will be explored through the Four Pillars of Student Rights as the guiding principle in this event: Due Process (Art. III, Sec. 1, 1987 Constitution), Free Speech (Art. III, Sec. 4 of the 1987 Constitution), Safe Spaces (RA 11313), and Political Safety (CMO No. 9, s. 2013). By focusing on these landmark protections, we aim to provide a two-way dialogue mechanism where students can share lived experiences and raise specific concerns through interactive Q&A and consultative breakout sessions. In observance of the International Social Justice Day. The Bicol University-Movement for the Advancement of Youth-led Advocacy (BU MADYA) and the Human Welfare Advocates (HWA), through the Committee on Social Sciences, will lead this forum titled: HUMANISTA 2026: An Orgulyo san Pagkasararo on March 28, 2026, from 1:00 PM to 5:00 PM in online platform. Together, we aim to ensure that all students are equipped with the knowledge to protect their rights and maintain their well-being through active, participatory engagement. "

Project Objectives

  • To provide students with Legal Literacy of the Bicol University Anti-Red-Tagging Policy (2025) as a primary tool for protecting Free Speech and Due Process.
  • To discuss the practical applications of the Safe Spaces Act in preventing harassment and ensuring a democratic sanctuary for student advocates.
  • To facilitate a two-way dialogue between the student body and the policy authors to bridge the gap between university regulations and student welfare.
